Population Growth was straining the resources of the West Richland County Public Service District (Columbia, SC).  Its Gill's Creek Wastewater Treatment Plant now had processing problems and wanted to increase capacity from 30,000 to 60,000 m3/d (8 to 16 mgd), but had little room to grow onsite.  Building a new plant elsewhere wasn't a practical option, so district staff investigated compact upgrade alternatives.
