    USFilter Recovery Services

    Recovery Services - Minnesota

    An effort began in early 1982 which resulted in the construction and operation of a Central Treatment and Recovery Facility (CTRF) in Roseville, Minnesota.  The goal was to create a facility specially suited for the treatment and recycling of wastes from metal finishing, electroplating and printed circuit board operations.  A key part of this concept was the ability to receive and regenerate spent ion exchange resins.  Other types of wastes handled include acids, alkalis, metals and cyanide solutions as well as metal hydroxide sludges and spent etchants.

    The CTRF project was developed jointly by the Metropolitan Recovery Corporation (MRC), a company made up of over 20 metal finishing firms, and Lancy Recovery, Inc., a subsidiary of Lancy International who has commissioned thousands of industrial waste treatment and recovery systems all over the world.  The $11 million project was funded primarily by equity contributions from Lancy and MRC as well as an industrial revenue bond.  A small portion of the project was funded by government grants.

    A site was chosen in Roseville, a suburb centrally located between Minneapolis and St. Paul.  A RCRA Part B Permit was sought and obtained and the site was purchased.  With help from the Roseville City Council, the Minnesota Pollution Control Agency, the Metropolitan Waste Control Commission and several other regulatory agencies, the construction of the facility was underway in September of 1987.  Ten months later, the facility was fully operational and accepting wastes. 

    In July, 1992, USFilter completed the acquisition of Metro Recovery Systems, which became USFilter Recovery Services.

    Today, the CTRF has grown from serving 23 firms to well over 800 customers with 24-hour operations.

    Recovery Services - California

    Recovery Services California began as a facility to support wastewater treatment for metal forming operations at Norris Industries who had been the owner of the site since the 1930s.  Prior to this, the property was undeveloped farmland.  The construction of the wastewater treatment facility began in 1981 on an area that had formerly been used as the employee parking lot.  At this time, Norris Industries was granted an Interim Status  Permit.  The facility began treatment of on-site hazardous waste in 1982. 

    Initially, the waste managed at the facility was generated from Norris Industries on-site manufacturing and process operations.  In the late 1980s, Norris Industries validated the commercial aspects of its existing permits with the various regulatory agencies.  Off-site waste treatment began in early 1990, at which time a new company, Norris Environmental Services was created and was issued an Interim Hazardous Waste Treatment, Storage and Disposal Permit by the California EPA, Department of Toxic Substances Control.  On August 30, 1996, Norris Environmental Services was issued a final, Part B Permit.  

    In October 1996, Norris Environmental Services was purchased by USFilter Recovery Services, a wholly-owned subsidiary of United States Filter Corporation.
